Tesv Exe 0xc00000ba Hatas

So I uninstalled skyrim and all mods a few months ago, and decided to start playing it the other day. I installed it from a download and from the disk and either way i do it, I get this error TESV.exe - Application Error The application was unable to start correctly (0xc000007b). Mar 1, 2018 - Application does not start. Launcher works fine except it will not start skyrim. Running the 'TesV.exe' file results in application error 0xc000007b.

So I've reinstalled all C++ redist,.net frameworks, and even the game several times. If someone can help me further I'd appreciate it. Note: It is Legendary Edition.
